Scam seller

How do I get actual help?  A seller is refusing to ship an item, it shows as paid but they are of course claiming I did not pay.  They said they cancelled the order, but according to eBay it's on the way.

Wait until the estimated delivery date has passed and then open an item not received case.

If the seller has a low FB rating, or if their FB shows they have not sold in some time, they may not understand that your payment is being Held against their good customer service.

Tell that seller that if he is concerned about the Hold, he can use the Held funds to pay for a shipping label.

If he can, that is proof that the money has been paid, and he can feel comfortable shipping.

If he does not ship, the payment will not be released.
