Did you ask the Seller for a refund?

The ebay money back guarantee is available for 30 days after the promised delivery date.

In that time period you can make a claim for item not received to get your money back.

Oh dear. I think you have lost your money.

EBay has a Money Back Guarantee.

But it only is available for 30 days after the last estimated date for delivery.

Paypal has a Buyer Protection policy.

But it is only available for 180 days from payment.

And if you back your Paypal account with a credit card, which is a very good idea, your card has a chargeback policy for transactions that go badly. Most are for six months or so from payment.

After a full year, none of these are available.

In case you have trouble in the future, there is a Resolution Centre at the bottom of this page (and most eBay pages). You can use that to open a Dispute over purchases you do not receive or which are Not As Described or damaged.

I'm sorry you did not find the Resolution Centre in time to get a refund.

I was thinking she meant July 2019- well over a year ago. But July 2020 is at most eight weeks and well within the Dispute parameters.
