New sellers, sellers of high value/high fraud items may have their customers' cleared payments Held by Paypal for up to* 21 days, against their good service.
Do NOT ship until you look at your PP account page (NOT an email) and see that the payment is cleared -- even if the Hold is in place.
You will be able to print a PP shipping label from the Held funds and this is a useful tell that the customer really has paid and the payment has cleared his banking system and the Canadian banking system.
You get some discounts from PP off the PO counter rates.
Don't forget to use Signature Confirmation.
If you are the buyer and the seller is being slow, we need a few more details. But basically you are covered by PP and by eBay and by your credit card if you back you PP account with one.
*It's shorter for US based sellers. But here in Canada, it is the full 21 days. Also all overseas sellers.
