E-bay doesn't refund money source from coupon

Anybody experienced this on their PayPal account transaction(s) ?

Is it true that E-bay doesn't refund sources originally bought using money from E-bay coupon?

Because I see I only get $0.56 USD refunded to PayPal account, but when I phone E-bay about the $3.82 USD coupon refunded, they said don't give that refund?

Disappointing isn't it ?

However when I checked my E-bay account in E-bay bucks,  I did see -

-US $0.04

minus US$0.04  in E-bay bucks.

eBay coupons are limited use deals. 

A refund on purchase that used a coupon has the coupon part of the money go back to eBay.

Your negative adjustment on a refund cancels out the amount you earned buying. This adjusts the balance that will determine the value of the next eBucks coupon.

So E-bay wouldn't issue me a coupon in that amount, so I can use it in the future ?
