The buyer did not receive the purchase.
She opened a Paypal INR dispute.
The seller supplied a Confirmation of Delivery.
The same Confirmation would win any eBay Dispute, so opening one would be pointless.
Is the eBay dispute a Not As Described question?

Also if a buyer opens an INR case on Paypal BEFORE the last estimated delivery date on Ebay, is this a violation of ebay policy and can you call to get it closed?
They are two different companies.
There is no violation of eBay policy in opening a dispute with a different company, but if the buyer lost the PP case and then opened an eBay case, it probably would not be considered -- again if only because the seller has proof of delivery.
EBay only allows Disputes for 30 days past their last estimated time for delivery.
Paypal allows Disputes for 180 days from payment.
So it is possible to open a PP INR before the eBay window closes, but PP often waits for the expected delivery date, unless there are other circumstances, like the seller going NARU (kicked off eBay).
