Pay Pal Canada Are they going to Hold Back Fees too?

I saw the announcement for pay pal USA that they would begin holding back their fees originally charged for returns, cancellations, and refunds May 7 (not just the .30 cents).
I couldn't find anything in Pay Pal Canada's user agreement that they would be doing that too.
I have since read that the Pay Pal USA withholding fees launch is "on hold" due to the huge outcry they received (nothing official as yet).
So I am hoping that this is NOT going to happen at all? Either USA or Canada.
Particularly concerning for immediate cancellations by the buyer who have changed their mind and asked to have the transaction cancelled and its a high dollar value!

There was a thread on this earlier this year (can't find it at the moment).

The fee changes were only to apply to those registered with the American side of PayPal. 

The Canadian PayPal agreement regarding fees was not changed.

i brought it up at one of the weekly chats, with tyler, and he confirmed it was only slated for the USA side, at that point..
