So Pay pal has suspended me a long while ago if I make purchas on here and my visa debit is linked to account will it still go threw if I make a purchase?

EBay no longer owns Paypal. The two companies split in 2015.

You can still buy through Paypal, but you can also charge directly to your credit card (Visa, MasterCard or AmEx) as well as GooglePay and ApplePay.

If you plan to sell, you will need to set up a Managed Payments account so that eBay can transfer your earnings to a checking account with a Canadian bank.
