Options - Buyer won't pick up item from post office

I have a buyer (with basically no history) who hasn't picked up the package from the post office and they just got a final notice. If the post office sends it back to me and I had a "no returns" policy on the item, do I have to refund the cost less the shipping and resell? I assume I can dispute and get my ebay fees back?

Have you tried phoning or sending a message to the buyer? Given we're in a pandemic right now, perhaps they were "unable" to pick it up...
