Payment Reminders: auto-generated

Has eBay changed its policy on the auto-generated Payment Reminders sent to buyers?

It used to be one was sent 48 hours after purchase if no payment has been submit. 

Today, I see that hasn't happened when it should. According to my Sales Record which, in the past, recorded these things. 

Can anyone else cite similar experience? 

And, yes, my setting to send one is still enabled under Manage Communication With Buyers.

I don't know about the items I sell (I didn't know it was possible to see that other than having the option in the Manage communications), but I can tell that I still receive them as a buyer when I bid on multiple auctions and the seller agreed to wait a few days for payment.
