US sellers can advertise on .ca but Canadian sellers cant advertise on .com ?

I have recently been seeing lots of US promoted listings on the .ca website, and I dont even get the option to "campaign" for anything other than Canada. None of my views or buyers have ever come from promoted listings. What's going on?
