Ebay you need to start policing seller listing violations.

Have been seeing multiple in the WRONG category listings, For example in the first 3 pages of listings R/C Hobbies I was looking at,  easily 7-15 percent PER page with items having NO BUSINESS in that category. 

It is no wonder sales are down, and people are leaving the site in frustration.  Maybe it is time to remove poorly categorized  listings and punish sellers with sanctions of some type.

You want ebay to work, police the rules.

have you tried reporting the listings yourself. i have had some success with doing that.

eBay will never, be able to police everything, sometimes, members have to help, even though we shouldn't.  report the listings that are in violation, and see if anything happens..
