technical problems with INR requests/refunds

Had to refund a bunch of INR requests from one international buyer/order where I overlooked red flags and went ahead without requiring tracking when I should have just cancelled. Most of them went through but there were several that wouldn't go through no matter how many times I tried. Each time I got a confirmation email that the refund failed and it shows under the details of each request and in my transaction history. Furthermore all the requests had disappeared from the Requests and Disputes tab on Seller Hub so I couldn't see which ones did or did not go through all in one place.  Anyone ever heard of such a thing?

Naturally today I get updates that those remaining open requests have been escalated to customer service for review and my funds are on hold. Will I be able to dispute if I get transaction defects? At least it's for a region I don't deal with often, but still pretty infuriating.

I would contact ebay customer service on Facebook or Twitter if possible.  They might be able to stop you from getting defects in the first place.  You can send them a private message explaining the problem. they will probably want your email address so that they can confirm its you.
