HELP!!! Listing Tools problem

Cannot switch back to quick listing tool. It says I need to select/create a payment option but if I try to it gives me this message :

You can't get started with business policies right now.

We'd like to have you benefit from them right away, but we're introducing them gradually so the transition goes smoothly for everyone. Check the My eBay selling section periodically to find out when it's available to you.

So I am stuck not being able to sell any items! I already have two items currently listed which I posted with the quick listing tool, I just accidentally clicked advanced listing tools the other day and then just clicked off the page. Now if I try to post a listing this prevents me!

When you try to switch back to the quick listing form you get that message?

Rather than listing the new item with an empty listing form you can go into one of your current listings and click on 'sell similar item' on the top left.
