When you bought you were given a delivery estimate. You have 30 days after the LAST date to file an eBay claim that you did not receive your item using the Resolution Center at the bottom of the page.
If that time has passed you have 180 days from when you paid to file a PayPal claim using their Resolution Center.
How long things take to arrive depends a lot on when the seller got paid, the shipping service used, and what country it is coming from.
