Go to the upper right hand corner of this page.

Go to Customer Support.

Click on the dropdown menu to Resolution Centre.

Open a Dispute against the seller as appropriate.

Disputes not only get your money back, but also go on the seller's record.

You have only 45 days to open a Dispute.

When the Dispute is completed leave Feedback. The most effective feedback is calm and factual. Avoid CAPS, exc!amat!on marks!!!, and vulgarity.

At the same time you will be asked to leave Detailed Seller Ratings.

A normal boring transaction should get Five Stars. The lowest Rating is ONE Star. No stars is a free pass because: arithmetic.

If a seller's DSRs drop below 4.3 his ability to list and sell on eBay are severely restricted. He may also find his fees go up for the few listings he can make.

Don't try to talk to anyone about your problem. All you get is a bored minimum wage clerk with a script. Use the automated process which works.

By the way 'many'negative feedbacks is again a matter of arithmetic.

A seller with 100 transactions and five negs is not a good seller.

A seller with 100,000 transaction and 500 negs is a good seller.

Look at both the percentage and at the comments. The comments may help you to understand whether the seller has a problem (for example, many of the comments refer to poor quality or bad descriptions) or whether the buyer has a problem (expecting diamonds for a penny).
