when describing the metal of jewellery....
What does the seller mean by ....silver 58%
is it silver ??

The item is probably an alloy containing 58% silver, 42% of other non precious metals such as copper, nickel, etc.
Usually, jewellery are made of sterling silver (0.925), alloy containing 92,5% of silver and 7,5% of other metals, usually copper.

It is only considered sterling silver if the silver content is .925 or more. There is a lot of costume jewelry that has much less silver in it.
