I just noticed this fee showing up on my completed paypal debit card transactions. It is about 1% of the total for each purchase I make with my card. What the heck?

I have had to do my first refund & cannot for the life of me figure out how to file for a final fee credit for this. All I can find is a non-paying bidder form. Can someone please point me in the right direction? Thanks in advance!
