Anyone also has problem? I listed an auction and I got a DSR rating of 4.8/5 but I got no discount, what could be the problem?

The promotion states "have a 12 month Detailed Seller Rating of 4.5 or higher on all criteria"

That is the problem. You have a 12 month DSR of 4.4 on shipping and handling charge.
