Let me guess, you bought them from China. Well, after all this time you have clearly waited long enough.
Paypal allows up to 180 days (nearly 6 months) to file a claim. You can see this in Section 13.5 of the following Paypal Buyer Protection page, and there is a further link to the Resolution Center you can use.

Usually the first thing to do in cases of Item Not Received is contact the seller. Have you done this?
When that proves unsatisfactory, you then go to the Resolution Center of your paypal account to start a dispute.
If all of that is no help and you paid with a credit card, you can call the 1-800 number on the back of the card and inquire about a chargeback for the items which have not arrived. You will need the statement and all transaction details in front of you when you call.
