I bought an Android Smart TV Box from a seller and it doesn't work...I was in contact with the seller and he wants me to send a picture of my TV screen showing what is happening when I hook up the box...How do I send the picture to the seller????

You have his personal email in your Paypal payments.

Use that and attach the picture to that email.

BTW, don't wait around too long. You only have 45 days for a PP claim. It is good news that the seller will settle for a photograph, PP would insist on a return of the non-working item, with Confirmation of Delivery.
