They don't have that option anymore.
What you can do is set up an auction with an agreed price as
your starting price and when your buyer bids then you can end
your auction early and sell the item to your buyer at that price.

Or set up a 30 day Fixed Price listing using the buyer's ID as the title.
Give him a deadline. If he does not meet the deadline, add him to your Blocked list as a time waster, change the title to something more saleable (and make any other adjustments you feel necessary) and let the listing find another buyer.
When I do this, the buyer has always, so far, purchased promptly, but I do like the idea that my nickel for listing is not wasted.
