Canada post has changed its policy on small packets/parcels air or surface as of 14 Jan.2013. Claims for this service are no longer possible. One needs to use the expensive trackable service.

You don’t have to use Tracked Packet. You may want to use it.

Although Small Packet is no longer insured, it is still available. It has never been a tracked or Delivery Confirmed service.

You can, if you wish add insurance through a third party insurer like shipinsurance or self-insure by adding a tiny premium to every shipping and handling fee to cover the occasional claim of loss or damage.

Then if you have an unhappy buyer,  you can use that insurance to refund the customer without getting Paypal involved, which involvement can impact on your selling reputation.

And of course, Expedited is still available and still discounted, although I understand that the discount for printing these labels through Paypal has dropped to 18% from PO counter prices.

What eBay tells you is what is best for eBay.  In this case, eBay collects a percentage on your shipping fee and on your Paypal fees. The more you spend on these the better for eBay.
