Do Best Offers allow someone else to Buy It Now before the offer is declined?

Just wondering. If I use the "Best Offer" option and I receive an offer, can someone else "Buy It Now" while the offer is still active? Or do I have to decline the offer before anyone else can buy?

Hi .. Listing is active including the opportunity for a buyer to BIN until  an offer is accepted.
