Most of the time, yes. Unless seller stated local pick up and cash payment.

As a seller you have to offer it.

If a buyer contacts you and ask if you will accept a different

way of payment you can agree.

You cannot contact the buyer and offer a diffrerent payment method.

You can say you accept cash on local pick up.

You don't have any seller protection if you don't use paypal.

There are some catagories that you can advertise alternative payment

but not with what you have for sale.

There are a few accepted electronic payment systems which work pretty much like Paypal and cost the seller about the same.

However, they are not known to buyers, who tend to be suspicious of them.

If you already have a merchant account for credit cards you can offer those directly, but again most buyers prefer to use Paypal rather than give you access to their financial information.
