It would be very nice to hear an answer about this from ebay representative.
Buyers from many countries(Canada included, by the way) cannot open a case through ebay system for item not received or not as described. Instead they get forwarded to paypal where they can open a dispute.
Under new rules coming on August 20, 2014, according to ebay policy a case that has been opened on paypal will count as a strike towards defect rate. This is understood.
However, what about paypal claims from buyers that are not from the USA? If claim is decided in buyer's favor(international transaction), does it count towards "Closed cases without seller resolution" ?
Under previous rules only "Closed cases without seller resolution" for US transactions were counted towards 0.30 % evaluation criteria. I wonder if it became applicable to non-US transactions now.

(1) on eBay.ca based on global sales..... all sales..... within Canada, to US buyers and to all buyers elsewhere.
(2) on eBay.com... sales to US buyers only..... meeting the same requirement as US sellers, but for US buyers only.
A Canadian seller can be TRS on eBay.ca based on all sales worldwide.... Global rated
A Canadian seller can be a TRS on eBay.com based on sales to US buyers only..
And... if a sellers meets the appropriate criteria
they can be a TRS on eBay.ca and a TRS plus on eBay.com
For Canadian sellers only....
Read the link carefully and find out about the 20 % discount... and the TRS ... TRS plus seal
A Canadian seller can be a TRS with a TRS seal on eBay.ca based on all data... global evaluation... all sales
A Canadian sellers can be a TRS plus with the appropriate seal on eBay.com based on data for US buyer only
If a buyer from outside Canada and the US files a case... that case is a part of the global evaluation for your seller standing on eBay.ca ... only.... where you as a Canadian seller are ... Global Rated.
Canadian sellers are defined as living in Canada, and registered on eBay.ca
and you are still considered a Canadian seller if you list only on eBay.com
Everything is by definition... where you live and where your buyers live.

Global Rated.... all sales worldwide... for all Canadian sellers... on eBay.ca... eBay Canada
US rated.... eBay.com... only sales to US buyers count toward a Canadian seller's standing on eBay.com ... eBay US
All cases count for a seller's standing on eBay.ca.
It is because of this that a seller can be standard or even below standard on eBay.ca
and still be a TRS or even a TRS plus on eBay.com
The only protection a Canadian seller has is the number of sales worldwide should always be higher , sometimes very much higher, than to US buyers only....
However, for certain situations... it may be more difficult to satisfy buyers from outside North America than North America alone....
Unresolved opened cases can be a problem everywhere.... mainly because the acceptable level is so low at 0.3 %
This number, 0.3 %, is for opened cases... without seller resolution
