Does Ebay include buyer payment delay part of delivery time when resolving a dispute?

Several buyers delay payment but depend on the sale date during a dispute. Four days can be added to an already long(by US standards) delivery estimate for airmail from Canada to the US.

The dispute period starts at the time of purchase, not at the time of payment.

I find it helps to put the date of shipment into my feedback for my customer. If I use a tracked service, which is not often, I give the customer that number too.

This reassures him that the parcel has been sent. Usually his only real concern.
