Why did you wait 6 months before taking action???
You are far past the deadlines for eBay to help you (30 days after last day of estimated delivery).
If you paid via PayPal you could have filed a claim for Item-Not-Received anytime in the 180 days after you paid. Today is June 13 so they probably can't help you either -- but it won't hurt to check your payment transaction right now and see if you can still file for INR.
