Unfortunately, you may have been too patient.
You had 45 days from purchase to start a complaint for non-delivery with eBay and Paypal. That time has passed.
It is best, especially when buying from Asia, to mark Day 40 on your calendar and start the complaint if the purchase has not arrived.
You might try phoning the 1-800 number of the credit card you really paid with (Paypal is just the mediator) and starting a chargeback. Most cards have longer deadlines. Have the price, transaction dates and transaction numbers handy for the clerk to process your refund.
