eBay of course wants to minimize customer phone contact. So you need to choose a reason that would logically require a customer service rep to help you. Are you a buyer, or a seller? Do you have a problem that cannot be solved by reading through the regulations, or can't be found by using the site map? Is it something that can be solved by using the Resolution Centre?
When you go into the "Help & Contact" section and choose a basic area, move around in that area to find a reason that gives you the phone number. Remember too that many of the posters here on the discussion boards actually know more than the CS reps and can probably answer your questions/address your problems better than a phone rep.
