How do I set shipping rates in listings

How do I set shipping rates to reflect $2.99 Canada, $3.99 US $5.99 International? When I add the size of the envelope it all of a sudden adds a large amt........... I see in other listings I am not the only one that cant figure it out

Seems like you're attempting to use calculated shipping. If you want to set your own prices, use the other option
