How to report a bad seller after 90 days expiration after purchase?

Hi  I bought an item from a UK seller  and it turns out not at all like he said.. it was useless !

But becuase I asked him to wait until I travelled to the UK, it was not picked up until just after 90 days from purchase order.

So he is just laughing at m Ebay wy attempts to get a refund ., He knows that Ebay will not do I  anything, and in fact, the HELP CENTRE at ebay is the worst ... it just goes around in circles .. I spent 20 minutes going back to the same Ebay pages with no possibility to register a complaint about this seller !  very sad.

Is there ASNTHING one can do when  a seller can be so dishonest and get away with it ?

IOt seems that no Contact with ebay is possible unless I make a super expensive long distance call .. which will end up costing me around  $40 - $60 ...   not really an option !

what to do??

Thanks to anyone who has an idea .. about this bad seller ??

How to report a bad seller after 90 days expiration after purchase?

Now. Here's the problem.

If you paid cash on pickup, you are stuck.

You had the opportunity to inspect the item but accepted it anyway and paid.

That was your choice and you have to live with your decision.

If you paid by Paypal.

Go to your Paypal account.

Find and copy the transaction number .

Go to Tools at the top of the page.

Open Resolution Centre.

Open Dispute for Item Not As Described.

You have 180 days from PAYMENT to do this.

Another problem though.

Again, you had the opportunity to inspect and refuse the sale.

Do you have the item?

If you do, Paypal will demand that you prove that you have returned the item to the seller.

That's going to be expensive ($40 or more) and PP will not refund the return postage.

If you show the item is returned, you will be refunded by PP, who will then go after the seller for their money.

But did you refuse the item you had paid for by PP?

This is your best scenario.

Open an Item Not Received dispute with PP.

Skip the suggestion that you contact the seller. It's not a demand.

If the seller cannot prove delivery, and he can't because he did not ship it and you did not receive it, you will be refunded.

eBay protection restrictions:

http://pages.ebay.ca/help/policies/money-back-guarantee.html

You are well past the time limits for eBay, and picking up also reduces coverage.

...

If you did not pay cash, then you can try paypal or your credit card.

...

You can also look into the strong protections that the UK  provides for sales made on line.

...

eBay phone numbers are usually toll free.

If your phone charges you air time, borrow someone's phone that has free local calls, or make a voice over internet phone call to keep the costs down.

Or you can write a letter to eBay HQ.
