Have you contacted your seller? You should have asked the seller about this long before now.
No matter, . . . at this point you will not get any help from ebay but you can file a claim for Item Not Received
through paypal up to 180 days (nearly 6 months) from when you first paid.
Section 13.5 of the following info page explains all that, with a link to the paypal Resolution Center you can use:

Although for $1.19 I'm not sure if it is worth the bother. You have a low feedback score and as such there are
scamming sellers who see that and don't send the item because they know you are unlikely to be aware of how
the ebay Money Back Guarantee works.
If filing with paypal is no use to you and you paid with a credit card you can always call the 1-800 number on the
back of the card and inquire about a chargeback. But again, -- do you really want to do that for an item that cost
less than 2 bucks?
