I did not recive my item

And open an Item Not Received dispute.

The first thing you will be told is  to contact the seller.

 

You have already done that so escalate the dispute to a Claim.

If the seller does not refund you, Paypal will and then go after the seller for their money.

 

If you cannot open a Dispute:

If too much time has passed, you will not be able to open a dispute.

You can leave feedback for 60 days after the purchase. The most effective FB is calm and factual. 'Paid 1/1/2015. Never received.' for example.

At the same time you will be asked to leave the much more important Detailed Seller Ratings. A normal purchase gets five stars. The LOWEST Rating is ONE Star.

If a seller's DSRs drop below 4.3 his fees may rise, the number and value of items he can list may be restricted, his customers' payments may be Held, or he may be removed from the site.

 

If you cannot open a Dispute you can still get your money back.

Go to the credit card you really paid with. PP is just a useful mediator. Phone the 1-800 number on your card and ask the customer service clerk for a chargeback. Have all the information about your purchase handy, dates, amounts, transaction numbers, currency, to help her process your refund.
