I didn't bid on anything and now I have an email saying I won my bid

I didn't sign up for ebay, I don't use it and now I'm getting paypal charges on my Visa and emails saying I've won my bid. Who can I talk to about what is going on and stop it

According to ebay you sighned up on Aug. 9th and proceeded to purchase

2 hoodies right after you signed up.

Does anyone else have access to your computer and credit cards.
