I have a listing that was supposed to be "forever" yet I am being charged monthly... why?

It said it would be $1 for a "buy it now" listing with no expiry... what am I being charged for?

The longest Good Til Cancelled listings last a month and then automatically relist. At that time, the seller is charged another monthly fee.
