I only sold one item on eBay why are my charges $13.44.  I was under the impression that no sell no fee

You get up to 50 Free Auction Listings per month.

But when you list, you can add various options which cost money.  Second Category, Design Template and Sub-Title come to mind. These costs are given BEFORE you click List Item.

Then you pay around 10% as Final Value Fees and another roughly 10% in FVF on shipping charge.

And there is a fee for taking payment by Paypal. And another for foreign exchange on PP payments. And a fee for moving your PP balance to your bank account.
