I won an auction but seller refuses to honor listing, what can I do?

I won an auction that ships to my country, but seller refuses to ship to me saying they do not ship out of there country. It was stated in writing in detail that they do ship out of country. It was listed Priority International including my country. Is there anything I can do?  They have relisted my item and they did not allow me to pay. Is this allowed on Ebay? DP

You can start a Dispute reporting the seller as Non-Responding.

You can leave negative or neutral feedback. The most effective feedback is calm and factual. "Will not ship internationally as advertised."

You can leave appropriate Detailed Seller Ratings. The normal rating for an average transaction is Five Stars. The lowest is ONE STAR.  Sellers whose DSRs drop below 4.3 have their ability to list and to sell severely restricted.
