Canada Post has a postal treaty with Ukraine.

What you probably can't do, is buy it on eBay and have the seller ship it to your Ukraine address. Have it delivered to you and then trans-ship it yourself.

BTW, is this a personal toy? Your friend may not be allowed to import it. But that is another question entirely.
