If a shipping service doesn't show up for Canada Post at the end of auction who do I contact? Ebay.ca? Can Post? paypal?

I am trying to ship a package to the UK via Tracked Packet - International.  It showed up during the auction and when I sent an invoice.  When I go to print up a shipping label, that option is gone.  Who do I contact?  

I went to the Canada Post website, put in the dimensions and weight and it says that I can send it Tracked Package - International.  I could just go to the post office, but I like to print my own shipping labels.

Would this be a Canada Post problem? Ebay.ca problem? or a Paypal problem?

It would be a Paypal problem but both ebay and Paypal  are already aware that tracked packet has "disappeared"

It always seems to take a while for them to get things like that fixed.
