Is it possible to opt out of GSP when buying an item?

I have bought something from a US seller and the GSP was listed. Once the purchase was made, the seller didn't know anything about GSP and was going to ship using USPS directly to Canada. How do I get the GSP payment refunded from Pittney Bows?

Someone will correct me if I'm wrong but you as the buyer cannot opt out of it. By buying the item from a seller who is enrolled in the program, you agreed to it.

Many buyers do not like it and rightly so. Many buyers are purposefully avoiding sellers enrolled in GSP.
