Item is missing a piece, waited for the seller to send, but 45 days passed

and I no longer have the right for the Ebay purchase protection.

Basically, I bought a kids jacket and the seller said that the hood was forgotten at the grand-parents and she'll resend in a couple of weeks, but then she forgot, I re-asked, she said that she supposedly will send, but haven't heard from her and here I am, with an product that's not complete and no right for any protection.

Is there anything I could do against her ? I want to leave negative feedback at least, but if I wait more, I think I won't even be able to do that....

contact the seller, tell them to send the item they forgot. 

don't threaten neg fb, just do it. now. if the seller makes good, they can request you to change it.

if you are totally unhappy with your purchase and you paid by credit card through paypal, contact your credit card company and ask for a chargeback. it's a bit of a gray area since you received most of the item but talk to them.
