I bought Jacket and buyer is located in France. I paid on Oct 20, but still buyer not shipped yet. How to get refund from seller if he will not ship my product to me?

It has only been 4 days since you paid.

 

How do you know he/she hasn't shipped your jacket.

 

Not all sellers check off the shipped box when they ship.

The item may well be on the way to you. If  the seller used a basic airmail service there would have been no tracking number, and the seller could have manually ticked his sold item as 'shipped' but quite possibly has simply not bothered because he does not know about this or thinks it unimportant.

 

It is far too soon to start fretting about opening cases.

 

First thing should be a message to the sender asking if it is on the way, but select 'other' from the message choices or you'll find yourself opening a case anyway.
