As a new seller you are using the Simplified Sell Your Item form.
There is nowhere on that form to list overseas, which is probably good for most sellers who are very naive about shipping
If you click on SELL at the top of the page you should get the Advanced SYI which is four or five pages long.
Overseas shipping is an option there.
Some unsolicited advice: Use Calculated Shipping and Air Mail service.
Surface takes too long. If the customer can't afford it, he doesn't have to buy it. If he demands Surface shipping, he is out to scam you.
And use metric measures for Calculated Shipping, everything else is guesswork.
