Refund Return Shipping

I purchased an item on April 28th and when I received the package it was the wrong item. I tried for days to request a refund and kept getting an internal error message. I was in contact with the "Seller" and they finally just gave me their address and instructions on how to ship it back to them and said they would take care of it for me. I shipped it back to them and they refunded the purchase but not the return shipping. The seller is now giving me the run-around and telling me to callebay to get them to refund the shipping. I can't find any contact information forebay or global shipping and all the "contact us" options just lead me in circles because the purchase is now marked as refunded even though I am still owed $30 CAD. I have been trying to resolve this for almost two months. Can someone please help?

CONTACT EBAY BY PHONE
Here is how to contact eBay by phone:  At the top or bottom of this page, click on "Help & Contact", then "Contact eBay" tab.  Choose any topic that seems relevant, such as "Buying" > "How to pay for an item".   Not all topics will provide a link, but many, such as the one above, take you to a screen where you will find, on the right side, 2 choices:  call eBay on a toll-free number, or have them call you.  Follow the prompts.  If this is about a purchase made with the GSP, ask for the GSP specialist.  Have all the relevant information ready.  Be patient - it may take a long time and several customer service reps, before you have all your questions answered satisfactorily.  If you are not getting logical answers, ask to speak to a supervisor.  Call back if needed.  The call centre is in the Philippines, not all operatives are well trained or familiar with eBay Canada.  If you're lucky, you'll get the call centre in Utah and a native English speaker to assist you - most likely on weekdays during normal business hours.

Refund Return Shipping

I shipped it back to them and they refunded the purchase but not the return shipping.

That has been the Standard Practice on eBay since the 20th century.  Refunds are normally the entire original payment (including purchase price and shipping fees.)

Best Practice is that the seller also pays return shipping when the error was his, but this has always been voluntary.

When buying outside of Canada, there is a further complication.

Your foreign seller cannot send you a shipping label, as he can easily for his countrymen. He has no access to Canada Post.

So it comes down to trust that a seller who promises to pay return shipping will in fact do so.

Your seller seems to have broken that trust.

Start as mjwl says, with Customer Service.

But you have 60 days to leave feedback. The most effective FB is calm and factual. "Sent wrong item. Did not refund return shipping.' would allow future customers to decide how to proceed.

At the same time you will be asked to leave Detailed Seller Ratings. These are much more important to the seller than FB.

A normal transaction should get 5 stars. The lowest Rating is ONE Star. No stars is a Free Pass.

You can also add a Response to any feedback left by you or the Seller. Again, the most effective Responses are calm and factual.
