Seller will Ship to Canada - but i still cannot bid on item

I am trying to bid on this tiem.

it says it shipts to both the US & Canada, and i have contacted the seller to confirm this.

however when i place a bid i get this message:

Sorry, this item cannot be shipped to Canada.

• The seller has specified that this item cannot be shipped to addresses in Canada

also, I do not see any any addational GSP import charges

On the listing below 'Shipping to United States & Canada' there is a list of places the seller does not ship to. They have North America on that list so that causes Canada to be blocked. The seller has to go to their exclusion list and uncheck North America if they want to ship to Canada.
