It is no different than shipping anything else.

Ebay don't care about value.

The price of any product is between the buyer and the seller.

I regularly buy items for less than a dollar that I sell to happy customers for ten times that amount.

Are you asking about shipping costs? The cost of shipping is not related to the value of the item. Shipping cost is based on weight, dimensions, destination and service chosen.

It costs more to ship by Small Packet International Air  than by LetterMail, for example. A 150 gram LetterRate item to Australia would cost $7.80 to ship. The same item sent Small Packet Air would cost $10.23. And again, doesn't matter if the item is worth a loonie or $100.oo.

And then there is the new Global Shipping Program. For inexpensive lightweight items, it is best to avoid purchasing from sellers who participate in this program. If you were buying several boxes of cards, GSP might actually be cheaper than USPS/Canada Post.
