When seller says shipping rate is $0, why am I then being charged for this service?

This is a Serious Issue requiring an honest response. At least four times in this last month, sellers have indicated Free Shipping, but when processing the payment on Paypal I am having to pay for postage and shipping. The term 'deception' comes to mind, because I would never have bid on the item with the postage fee being charged. Today I was the successful bidder at $3 with Free Shipping. After the auction I clicked on the 'pay now' icon. The Paypal screen appeared wanting me to pay more than $7 to mail and item that would cost an honest seller no more than $2. I never knew about the $7 until the Paypal screen appeared, that is after the auction had concluded. This is the fourth such case in October. Something has to be done. Surely Ebay does not condone false advertising.
