Where is the 20% off final value fees for my sales? I am getting charge 10% on every item sold.

I have earned the "Bronze" seller's discount for several months now.  I don't see where I am getting 20% off the final value fees.  I am being charge 10% on every items sold plus 10% on the shipping charges.

Do I have to request that 20% off somewhere?
