Why can a buyer not contact the seller about an item already received unless it is about asking for

I bought a large quantity of  GEM UNCIRCULATED silver dollars. Almost half of these are heavily tarnished on the edges BUT your contact seller wont allow me to contact him about this unless to ask for a refund?
