Why does Ebay not honor or adjust to current USD to CND exchange rates?

Could you please explain your question.

eBay.ca does provide viewers an approximate converted value in Cdn$ whenever a listing offered a foreign currency (US$ or £ or € etc...). The value shown is recalculated every day,

PayPal provides the ability for Canadian buyers to pay in a foreign currency (US$ or £ or € etc...) if the purchase was made in a currency other than Cdn$.  Like banks, the conversion rate is adjusted several times daily to reflect fluctuations in the wholesale value of the currency.  When the amount is actually converted from one currency to another, PayPal includes a 2.5% conversion fee (similar to what bank and most credit card issuers charge).

The net difference between how the two sites show currency conversion will be 2.5% plus or minus currency fluctuation.

So, what exactly do you mean by "not honor or adjust"?
